GovLease.Net is the first Internet portal developed to allow government entities
direct access to capital lease markets. GovLease.Net has developed a proprietary,
patent-pending portal that provides the tools necessary to electronically deliver
the next generation of government lease technology.
GovLease.Net is an Internet site designed to provide the federal government, state and local governments as
(the "Lessee") and private financial institutions as (the "Lessor"), with interactive
access to capital lease markets. GovLease.Net is the premier provider of comprehensive
online services that significantly reduce the time, effort and cost associated with
the government lease transaction. GovLease.Net's registered bidders are pre-qualified
and are accredited investors as defined in 17 CFR 230.501 (a), as amended, in order to
provide assurance to the Lessee that the low bidders will meet its commitment to fund
the lease. Bidders are categorized as Banks, Insurance Companies, Institutions or Individuals.
GovLease.Net is somewhat unique as it is the first true Government to Business Internet
Company offering a cost-free service to government entities. GovLease.Net will work for government
to provide financial data to financial institutions making the government more accessible.
The net effect of the GovLease.Net lease program is to provide government entities with a
competitive lease rate that will allow financial institutions to meet internal hurdle rates
on their accumulated portfolio of lease paper.
GovLease.Net offers a continuous stable source of funding for virtually the entire
spectrum of government lease products. Government entities including the federal
government, state governments, counties, cities, schools, universities and qualified
private activity leases such as qualified 501 (c) (3) hospitals and qualified industrial
development projects can now meet the competitive bid requirements of law, resulting
in the lowest possible interest rate. By subscribing to the idea that competition is
healthy and beneficial, Lessee's now have access to a plurality of competitive bids.
Currently lessees often accept the lease terms of only one lessor, typically offered by
the equipment vendor or large aggressive lease marketers. Now, lessee may choose a Capital
Lease, Master Lease, a Cascading Lease®, Synthetic Lease, Operating Lease or other
lease structures. Government entities can lease finance anything from computers to
transportation equipment as well as real property.
GovLease.Net greatly simplifies the competitive bid process that is now being used
by government entities while providing government with a seamless method of Internet
Leasing. Government entities may enter one or multiple items with multiple terms
pooling those items into one lease contract. The burden of compiling leasing information
for RFP bid solicitations, qualifying bidders, putting together and mailing of bid
packets of leasing documents, which are often lacking credit and other information will
be eliminated.
As an additional service to lessor's, GovLease.Net host secondary market offerings.
For the first time lessor's now have the opportunity to list secondary market leases
for sale. Our site host an area called "Secondary Government Lease Offerings"
GovLease.Net provides the lessee with a list of bidders after the bidding has ended
(often required by law), along with payment schedules and other pertinent information
saving the Lessee a tremendous amount of time.
GovLease.Net also offers a "Lease Estimator" to assist government entities
when planning to lease purchase an asset. The "Lease Estimator" will use a
matrix of interest rates from recent, similar lease transactions. Government entities
may enter their information to calculate estimated monthly payment requirements on their
proposed lease financing. For example, this will allow a school district to enter the cost and
term of repayment on a school bus and know approximately what the monthly, quarterly or
annual lease payments will be and if they can afford the payment from their transportation budget.
